All toys are required to show the manufacturer’s Minimum Recommended Age on the front of the package. In the USA, Age Grading guidelines are set by the Consumer Product Safety Commission (CPSC). You may use toy age grading as your guide for selecting toys. See CPSC Publication 285 Ages 0-5..Many countries use the CPSC toy age ratings. You should be aware that the safety tests required are dictated by the Age Grade and toy type. If you buy a 2+ toy for a one year old, there may be “Age Specific” hazards present. In general, testing is more stringent for younger children. Therefore please make sure that the toy age rating is LESS than or the SAME as the child’s age. This is your best protection. |

Toy Safety Regulations: Package Labeling Some toys require additional labeling to alert consumers of hazards that are present. This is represented by a triangle and WARNING message. Since children of different ages play together, be alert to the possible hazards a 4+ toy has for a two year old. One of the most common (shown) is the Small Part Warning notice. Please take careful note of these warnings, as children’s lives may depend on them. |
Packaging Material May Be Hazardous
Materials used to package and secure the toy often are hazardous. Packages will show specifically which materials should be discarded. Adults should always unpack toys for small children, to assure that all small parts and other harmful materials are discarded. LEGO does a professional job of Age Grading its toys.

I’ve bought a tub of green army men toys soldiers for my friends son, who will be turning three tomorrow. The age rating for the army men is 3 years +.
My question is, after looking at other toys on the website of the company who sells the army men, I noticed an age rating that said 3+ years. I was wondering if there was any difference between these two age recommendations?
